Alameda County
The
ACCMA funds the Alameda County share of the ACE service
operations with
Measure B
funds. Measure B is a one-half cent sales tax approved by the
voters of Alameda County in November, 2000. The use of the
Measure B revenues is overseen by the Alameda County
Transportation Improvement Authority. The ACE service will
receive 2.12% of the net revenues of Measure B for ACE Service
Operations.
San Joaquin County
The San Joaquin
Council of Governments (SJCOG) administers the
Measure K program. Measure K is a 1/2-cent sales tax
for transportation projects in San Joaquin County. As the
Local Transportation Authority, SJCOG is responsible for
allocating sales tax dollars to local transportation projects.
Santa Clara County
The
Measure A Transit Improvement Program is a voter approved
1/2-cent sales tax in Santa Clara County. Sales tax
collected from Measure A is used for capital improvements and
operations.

SAN JOAQUIN REGIONAL RAIL COMMISSION SHORT RANGE TRANSIT PLAN

As a regional transit operator, the San Joaquin Regional Rail Commission (SJRRC)
is required to
prepare and update the Short Range Transit Plan (SRTP) every two years.
The SRTP is a guide for the development of the Altamont Commuter Express (ACE)
Service and potential acquisition of the ACE corridor, as well as expansion into
other corridors over the next ten years. The SRTP was developed through
recommendations from the ACE Corridor Expansion Analysis and the SJRRC Service
Expansion Analysis with the goal of increasing the overall system ridership
through a series of projects aimed to improve on-time performance, streamline
support functions, expand connectivity and improve the safety and security of
the system.

ROBERT J. CABRAL STATION NEIGHBORHOOD REVITALIZATION PLAN

Demolition is underway on the Bockman & Woody facility across
from the Cabral station. Once completed, Phase II of
constructing the new parking structure and clock tower will
begin. Phase II is expected to be complete in the Spring
of 2009.
With
a combination of circulation improvements, street improvements,
residential infill projects, and selective redevelopment
projects, it is envisioned that the Cabral Station Neighborhood
may become a dense, viable, mixed-income neighborhood that can
provide a number of civic, retail, and open space amenities for
its residents, in close proximity to the Central Business
District and connected to the greater Bar Area by the ACE
commuter train service.

The
material contained in San Joaquin Regional Rail Commission Title
VI Compliance Program provides information and analysis bearing
upon compliance with the Title VI of the 1964 Civil Rights Acts
regarding transit services and related benefit. The San Joaquin
Regional Rail Commission (SJRRC) staff prepared the document in
response to the Federal Transit Administration (FTA) Circular
4702.1 (5/26/88), entitled: Title VI Program Guidelines for
Urban Mass Transportation Administration Recipients.
Since 1972, the FTA has required applicants for and recipients
of federal assistance to provide assessments of compliance as
part of the grant approval process. The FTA has the
responsibility to ensure that federally supported transit
service and related benefits are distributed in a manner
consistent with Title VI. The employment practices of a grant
applicant or recipient are also covered under Title VI.
It
is SJRRC’s responsibility to ensure that all transit service,
and access to its facilities is equitably distributed and
provided without regard to race, color, or national origin. It
is also the goal of SJRRC to ensure equal opportunities to all
persons without regard to race, color, or national origin to
participate in all local, sub-regional and regional transit
planning and decision-making processes under the Commission’s
control.
