Title VI Complaint
Process
The San Joaquin Regional Rail Commission (SJRRC) is
committed to a policy of non-discrimination in the
conduct of its business, including its Title VI
responsibilities, and to the delivery of equitable and
accessible transportation services. Any person who
believes that he or she has been subjected to
discrimination under Title VI on the basis of race,
color or national origin may file a Title VI complaint
with SJRRC within 180 days from the date of the alleged
discrimination.
Filing a Complaint with SJRRC
Complaints may be filed with SJRRC in writing and may
be addressed to:

SJRRC will provide appropriate assistance to
complainants who are limited in their ability to
communicate in English.
What Happens to My Title VI Complaint to SJRRC?
Once a complaint is received, it will be assigned to
an investigator. In instances where additional
information is needed, the investigator will contact the
complainant by phone or in writing. Failure of the
complainant to provide the requested information by a
certain date may result in the administrative closure of
the complaint or a delay in complaint resolution.
Based upon receipt of all the information required,
SJRRC will investigate a Title VI complaint within 90
days of receipt. SJRRC will use its best efforts to
respond to a Title VI complaint within 90 calendar days
of its receipt of such complaint. Receipt of additional
relevant information and/or simultaneous filing of
complaint with SJRRC and an external entity may expand
the timing of the complaint resolution.
Title VI Policy Statement
The San Joaquin Regional Rail Commission is committed to
ensuring that no person is excluded from participation
in or denied the benefits of its services on the basis
of race, color, or national origin, as provided by Title
VI of the Civil Rights Act of 1964, as amended.
Toward this end, it is SJRRC’s objective to:
- Ensure that the level and quality of
transportation service is provided without regard to
race, color or national origin;
- Identify and address, as appropriate,
disproportionately high and adverse human health and
environmental effects, including social and economic
effects of programs and activities on minority
populations and low-income populations;
- Promote the full and fair participation of all
affected populations in transportation decision
making;
- Prevent the denial, reduction or delay in
benefits related to programs and activities that
benefit minority populations or low-income
populations; and
- Ensure meaningful access to programs and
activities by persons with limited English
proficiency (LEP).
The President/CEO, management, and all employees
share the responsibility for carrying out SJRRC's
commitment to Title VI. The Title VI staff is
responsible for the day-to-day operation of the program
and receives and investigates Title VI complaints that
come through the complaint procedures process.

Program
The
Title VI Triennial Program update is open for public comment.
The San Joaquin Regional Rail Commission will accept public comment for
30 days, until June 30, 2009. If you have any questions or

submissions on an ongoing basis. If you are interested in sharing your
photography skills with the world, please submit your photos of the ACE
train to

your photo is used in any ACE material or website pages, you will be
sent merchandise from the ACE Prize Closet as our way of saying

San Jose Parking Announcement
Monthly parking rental is available at the San
Jose station. ACE passengers who wish to do so must request for a parking
voucher through ACE Headquarters. Here’s how:
- Passengers signed up for automatic monthly
renewal may send an email request for parking vouchers to be sent with their monthly ticket order.
- Passengers who purchase their monthly
pass online may put in the request in the additional information field
when purchasing their ticket.
- Fax a copy of your monthly pass
with your parking voucher request. ACE Monthly pass must correspond to the
rental month (ex. To get a parking voucher for April you must submit a valid
April monthly pass).
Please include your name, phone number, and the address you
want your parking voucher mailed to.
You may also request to pick up your parking voucher at a specific
station. A limited amount of parking vouchers will still be available at
the Stockton station customer service desk. Please note that only
ACE monthly ticket holders are eligible for parking vouchers. Parking vouchers are awarded on a first
come, first serve basis and are limited in number. Please send email request to
